Apply for a permit to fell an ash tree on private property

You are required to obtain a permit to fell an ash tree equal to or greater than 10 cm in diameter, measured 1.4 m from the ground.

This permit is free of charge.

However, if, during our inspection, it turns out the tree is not an ash tree or if trees of other species must be felled in addition to the ash tree, you must pay the fee online or go back to the permit counter to pay application processing fees of $130.

Diameter of the trunk

To calculate the diameter of the trunk before applying for a permit:

  1. Use a tape measure.
  2. Measure around the trunk in cm.
  3. Divide your measurement by 3.14 to obtain the diameter in cm.

Example: If the trunk measures 35 cm, the diameter is 35/3.14 = 11 cm

Another way to obtain the diameter is to use a rigid tape measure and hold it horizontally against the tree to measure the width (or thickness) of the trunk. You will get an approximate diameter.

Reasons for felling a tree

You can apply for a permit to fell an ash tree with a diameter equal to or greater than 10 cm, measured 1.4 m from the ground, in the following cases:

  • The ash tree is dead or is in an irreversible state of dieback caused by disease.
  • Its structure and solidity are affected.
  • It risks causing serious damage to property.
  • It poses a danger to public safety.
  • It risks causing a disease or an invasive species to spread.
  • Our teams have issued a notice of felling for this ash tree.
  • It is located in a future construction zone or is less than three metres from that zone (except if it is an advertising sign), in which case you must contact the permit counter about your project. Felling your ash tree may be included in the permit issued for your work.

Restrictions

Under no circumstances are you authorized to fell an ash tree:

  • because it is losing its blossoms, leaves, or twigs
  • because it produces pollen, sap, is home to animals or insects, or creates shade
  • because the roots are visible above the surface of the ground

It is also prohibited to fell an ash tree on public property, such as on the strip of land between the curb, the sidewalk and your property line.

Permit validity

Once the tree-felling permit is issued, you have 365 days (one year) to have your ash tree felled, or you risk being fined.

Replace a felled ash tree

Once your ash tree has been felled, you are required to replace it. Failure to replace a felled ash tree may be subject to a fine. You can:

  • Replace it yourself, at your own expense. In this case, you will not be able to obtain the subsidy offered to reimburse a portion of the felling costs.
  • Have it replaced free of charge by the city. In this case, you must fill out the subsidy form online.

Subsidy

You can ask for a subsidy to reimburse a portion of the felling cost.

To be eligible for the subsidy, you must meet 4 conditions:

  • You must have obtained a felling permit.
  • The felled ash tree must have a diameter equal to or greater than 15 cm, measured 1.4 m from the ground.
  • You must authorize the city to replace your ash tree.
  • You must respect the deadline: the subsidy must be requested at the latest 1 year after the felling work is carried out.

Do you live on the Mount Royal heritage site? If so, an additional authorization is required.

Fill out the authorization form for a classified heritage property (above) and add it to the following documents to be submitted:

  • Report drafted by a forest engineer, indicating whether stump removal is required and/or if the cut is done at ground level.
  • Planting plan showing the location, species and dimensions of the replacement trees, along with the method and dimensions of the excavation required. The replacement tree species must be among those shown on the list of indigenous species on Mount Royal.
