In each Montréal borough, a permit is required to change the size of existing door or window openings and create new openings.

You must obtain a permit to add a door or window, or if you want to replace them with models of different dimensions.
It is recommended that you receive your permit before signing a contract for your renovation project.
Replacement by doors or windows of different dimensions is only allowed on a wall that is not considered to be an exterior wall.
Exterior walls
All exterior walls are included in this requirement, except one that leads to a rear yard.
However, if your property is an architecturally significant building, or if it is located near the Canal de Lachine, all exterior walls are subject to the requirement.
Exceptions
- Addition of an opening is allowed if a dwelling or an additional premises is added to a building, as long as the new component complies with the architectural characteristics identified in Appendix B for the particular landscape unit.
- You are not allowed to fill in the side window or transom window to a door.
- Addition of a window below the ground floor that respects the alignment of a window located on the ground floor is allowed, except for a wall opening onto a semi-basement entrance.
Rules to follow
- Use of polyvinyl chloride (PVC) on the exterior of windows, including the frames, is prohibited throughout the Sud-Ouest. However, you can use a hybrid model.
- In the case of partial or complete filling in of an opening on a rear wall, the lintel and sill must be removed and the same wall facing as that of the adjacent section of the wall must be used, while respecting the masonry treatment. Does not apply to an opening to a crawl space.
- All of a home’s skylights, windows and patio doors must be Energy Star® certified according to the criteria set out by Natural Resources Canada for climate zone 2 (minimum energy efficiency of 29)
- Original glass block must be preserved and reinserted in the opening
- Original stained-glass windows must be preserved and reinserted in the opening
- Except in the case of an architecturally significant building, modification of the colour of an original architectural component is allowed
- Side windows, door transoms and carriage doors must not be blocked.

In the borough’s heritage areas, replacement elements must have the shape and appearance of those original to the building.
This restriction applies to certain building façades, particularly if they are visible from the street.
To find out if your building is located in one of these areas, view information on the Rosemont–La Petite-Patrie interactive map by following these steps:
- Check the “Urbanisme” box in the right-hand column
- Input your address in French (e.g. 6244 Boulevard Saint-Laurent) in the box in the top left corner of the map
- Click the search result
- Click the “Cliquez pour ouvrir” link
- You will now have access to a data sheet indicating if your property is located in a heritage area (secteur de valeur patrimonial).

Application on hold
If the documents you provide are incomplete or some are missing, the application will be put on hold. It will be processed once all documents have been submitted.
Application processing time
Between 30 and 60 days after all documents have been received.
Construction permit validity
- You must begin work no later than three months after receiving your permit.
- Your permit is valid for six months from the time work begins.

- Two copies of professional quality scale drawings that include:
- Plans of the floors that will be affected by the alterations.
- Elevation views of the exterior walls that will be affected by the alterations, if required.
